A new New Jersey state law will require teenagers to place a bright red decal on their license plates while they still hold learner’s permits or provisional licenses.
The law, called Kyleigh’s Law, was designed to help warn other motorists that a teenager is driving the car and to remind teenagers that they are under increased supervision while holding learner’s permits and temporary licenses. In addition, the decals will help police officers identify teenagers with provisional licenses who are carrying passengers, which is illegal. Teenagers are at an increased risk of car accidents because of their lack of experience and because of their likelihood of engaging in risky behavior.

A 42-year-old woman was driving with three passengers when a pickup truck hit their car. Two of the passengers, who were both in their 80s were pronounced dead days later in the hospital.
